Modify Jira page user interface

Hello, 

I have a use case in which I have to add content and functionality for "Users and Roles" Administration page in Jira. The jira version of the system is 8.13.1.

I had thought about adding a velocity file UI and doing servlet requests/ rest api requests for data, but what's blocking me is that I can't find anywhere helpful guidance on how to insert my UI inside of that page. 

Any suggestions would be welcome,
