Can you provide screen images to help illustrate the problem?
Are you talking about the "More fields" panel that shows when viewing an issue?
Or are you talking about something that the user is not seeing on the screen where they are actually entering the data for the new ticket?

The next question would be is the user providing any of the information for those fields when they are creating the ticket? Do those fields appear in the screen that the user is filling out to create the ticket?

No but i noticed that when i open a ticket under More Fields it says Select Organixation and this is not setup. Is this something i have to setup?

The More Fields you are showing in that last image is different than the More Fields panel in the issue details view. The one in your last image would be, as it says, for fields you don't use often when creating tickets. It would also be based on the fields available when you are creating tickets, and that list may be different than the fields that are available in the More Fields panel when you are viewing/editing tickets.
What type of project does this concern? Get that information from the Type column on the View All Projects page under the Projects menu.
When you are creating the ticket it looks like you might be clicking on a Create button within the Jira UI. Is that the same starting point the other user uses to create a ticket? I ask because the Organizations field applies to Service Management projects, and the other user might be using the Customer Portal to create a ticket. The interface would be different in that case.
Also, do you and the other user have the same permissions in the project?

is there any field that is empty, is editable and based on your layout configuration should be visible under the section 'More fields'?
If not, then you won't see additional fields in this part of view screen.
