Could we only copy the DB from a server to another server and change teh conenction from JIRA App, or this process needs third party tools ?
The easiest way to do the "copy" is to export your JIRA data to xml, swap the database over to a clean empty new one, as Niclas says, and then import the xml. The xml does report the database it was exported from, but is otherwise completely agnostic - it's designed to be used to change between databases. It even works for unsupported databases (although I would not recommend running unsupported)
Yes you can move Oracle and change the connection settings to another server. Make sure the driver and JIRA supports the new Oracle installation.
