Move all JIRA associations for a user to another

This is related to Jira Cloud.

I have a scenario where an employee is transferring from one branch of the company to another. And so he has been given a new account on Jira Cloud.

Is it possible for me to take all actions he has performed in the past, and have them be replaced by the new user he has been given ?

All actions, no.  Stuff that likely matters most, yes. You can use the Bulk Change feature to Edit the Reporter and Assignee values from the old username to the new username.  They won't be able to edit Comments, Delete their own Work Logs, etc, though.  I would recommend that you remove the old user from all Groups so it doesn't show up in User Pickers, as well.
