Move ticket to reopen when someone adding comment

I would like that as soon as someone comment ticket it automatically goes to reopen and send email notification to the owner.

Hi you can do this by automation plugin Jira 

if you have that plugin in the project settings click on project automation from left hand side and create a rule like this.

in place of done choose re openautomation.PNG
