Moving JIRA from cloud to server

We currently work on JIRA Cloud (JIRA Software) and we plan to move it all to JIRA Server (on-premise).
What are recommended steps to do so? Just create a new server with the latest version?
What are best practices to migrate the data? Would you recommnd Prostrege or MySQL?
