@Basil Baluta You can upgrade to any later version of JIRA Software or JIRA Core directly, if you are using JIRA 7.0 or later currently.

In your case, since you are using JIRA 7.3, you can upgrade directly to 7.13, providing you meet the Supported platforms for JIRA 7.13.

Actually, so far, the whole of 7 is compatible on upgrades. So, at the most extreme (for now) you can take a 7.0 system and go straight to 7.13, no intermediates needed at all. Same for 7.3 - it should just go straight to 7.13 perfectly happily.
Note, this is from the docs, not experience - so far the largest I've done is 7.0 to 7.12. Worked fine, so I have no qualms saying 7.3 -> 7.13 should be fine too.
