I'm facing right now with an issue when I'm trying to move an issue from Project A to Project B. (I have all the necessary rights - jira-administrator).
Steps to reproduce:
1. From View Screen of the issue that needs to be moved (from Project A)-> More - > Move
2. I'm choosing Project B and at "New Issue Type" allows me to move to only one issue-type, not all the issues available in Project B.
Note* This is happening only when I'm trying to move issues from Project A, not for all the projects from the server.
Could you please let me know which can be the issue?

The list of possible issue types is of course all the issue types the target project has in it, but it is limited by the general type. If your current issue type is a sub-task, it will only let you move to sub-task types that are in the target project. Similarly, issue-level issues can only be moved to issue-level types.
Here are troubleshooting areas
Did you check the initial workflow of project for other issue types.
Check the standard issue type and sub-task issue type.

Do you see any error during the operation? How many issue you have selected for the move and are all the issues of the same type? I would consider reindexing once and give it another shot.

Only one issue I'm trying to move. Also, I don't have any errors.
(Strange is that the workaround using Bulk is working)
But I've noticed that the issue could be from a Behaviour that hide some issue-types from Project A.
