Moving the REPLY button to above comments?

In our JIRA tasks etc we order our replies in descending order but there is an issue with this as the REPLY button, and reply form is at the bottom of the page!

Has anyone moved the button and reply form to above the comments rather than below which better serves replies listed in descending order?
