Multiline text box fails to show the format tool bar after upgrading Jira to 8.0.1

01. Since the Jira instance has been upgraded from 3.4.0 to 8.0.1, the multiline text boxes (for eg, description) are failing to show up the format toolbar.

02. this issue is happening across all the jira projects.

03. Below case suggesting to use the "Wiki Style Renderer" for the respective fields.

however, The field configurations are default set to use the "Wiki Style Renderer" in our case. Despite it is not helping.
