Multiple Approvals without using transitions or to assign each one of them

Hello, 

I've gone through many threads such as:

None of which was helpful in my specific case. Which is: 
- at a certain status (or in a transition screen beforehand via multiuser picker) to be able to add an unspecified amount of people to 'approvals list'
- to 'lock' the issue in this status until every each one of them approves the issue

without using any additional transitions in between. Is there anyone that has tackled such problem before?
