Multiple sprints but only one active at a time

I might have a situation where I start a sprint then my team has to drop the current sprint and move to new work, then jump to another sprint without forgetting the dropped sprint. Its not yet clear how we will manage a backlog with multiple sprints that are getting re-prioritized yet but this is the general idea. There will only be one active sprint at a time. We have to get inputs from other teams to merge their dependencies in as well but they are on a difference cadence then we are.

Does anyone have any ideas about how to do this using JIRA? I am assuming there is a way to start a sprint then pause it without marking it completed? But then how can you monitor how your velocity if you do that? Then we would have to jump to a new sprint and do the same thing. I am worried that velocity and other metrics about team performance cant be accurately measured. I know this is not the ideal situation but this is what is happening. The company in question has waterfall and agile teams running together.
