Roadmaps are purely about start and end date of a given issue. I would recommend using a Task for each workflow step under the epic. Then you can just expand the epic to see the expected timeline for each phase.
You could take it another step and clear out the Target Start/End date of the Epic and track the time against those phases so that you have the ability to dynamically set the Epic timeline based upon whatever is set on the individual tasks.
Lastly, you can create a view that filters out everything except your phase tasks so that when you're talking about things at a high level, you're looking at the Epics and their phase tasks.
