Can you make sure your colleague has the ‘Browse Project’ permissions.

Please locate the permission scheme and grant him the “browse project” permissions. See if that does the trick.
Tip: According to Atlassian’s best practices, one would create roles and add it to the permission level. From there you (or the project administrator) can simply add users to the project with the required permissions by assigning them the role.

@mbella abel It is odd that you were able to assign it but they were not able to see it. It could be that there is an issue security in place that is preventing it. Does the issue have issue security? Since you are on server I would suggest working with your Jira administrator who can use the permission helper to identify were the issue could be.
