We are using Jira Email This Issue Plugin. We are using 'Execute transition on issue' feature. It does not work if Status is 'Allow all statuses to transition to this one' option is checked. 

Is it possible that the 'Execute transition...' feature works properly only for 'standard' transitions?

I've seen it work on global transitions, that should not be the problem.  Check the logs from when it should be sending and how you've configured the transition.
