Need a capacity management tool that isn't dependent on team members being actual JIRA users

We are looking for a tool to use in conjuction with JIRA portfolio that doesnt require team members in said tool to be licensed users in JIRA. The outlook isn't positive but hoping someone has some suggestions so we can move away from our google sheet cap management method. Thanks in advance!

Portfolio is very limited when it comes to capacity management though and the current capabilities are not sufficient.

Hi Emily,

I am not sure why you would want to use a tool in conjunction with Portfolio for JIRA. If your main reason to consider that option is being able to use none-JIRA user, you can perfectly do this with Portfolio.

When configuring your team members in Portfolio, just enter any name and click the Create virtual user button. And there you are!
