I have downloaded and unzipped v7.8.0 of JIRA
Do I need to edit a file to tell the new JIRA where my home directory and data files are located?
If so, how do I do that?

yes, you have to edit one or more files, depending on your previous configuration. Best you go through the "Upgrade Notes" that are always provided, when a new release was done.

As you run the installer - it gives you an option to choose what your installation directory and home directory is.
You are doing an upgrade - run the installer , it prompts you to verify your current directories. You can change or accept what it displays.
This is before upgrade starts - so dont worry , you can cancel the window there and discontinue. Or specify the correct paths and continue.

To point to your home-directory you will need to change :
<jira-application-dir>/atlassian-jira/WEB-INF/classes/jira-application.properties
To change jvm memory settings you will need to change:
<jira-application-dir>/bin/setenv
