I am trying to send an email out to customers when a ticket is assigned a particular status, currently I can only do this when the status changes not when it is changed to a specific status. Can anyone help me on this?

Do I understand correctly that your goal is to send out notification emails only for specific status changes?
If that is the case, you could configure the notification scheme in such a manner that it only send notifications upon triggering of custom events. You would create a custom event and have it triggered by a postfunction upon transitioning to the specific status. This custom event needs to be configured in the notification scheme to trigger a notification send to your customer.
