Hello,

The permission schedule issue can be grant through the permission scheme. If you are project admin you can have a look in the project settings to find out who is able to schedule issues.

First possibility is to add you to the group/role which has the permission.

Second possibility ask the jira system admin to change the permission scheme, so that schedule issue permission is granted to you.
