Does Jira on data center provide a network remediation system) which tracks any fault/alarm (circuits connectivity , faults) and generate incidents accordingly?

Simple answer: there is no such thing in the base version of Jira.
You can check Opsgenie (On-call and alert management) or Jira addon Insight Discovery
