Since the new issue-view the "General" screen configuration seems to be overridden by users that make changes to the lay-out.
Is there a way to:
1) Take away permission to change the issue view lay-out
2) Set a default issue view and publish this for a large amount of projects (>5K projects)
The Screen configuration and it's centralized configuration and administration did just that in the past, and to me it seems that this new issue view lay-out takes away the admin's control.

Based on the documentation for Issue Layout only Jira Admins and Project Admins should have access to change the layout.
In that case the only way to remove the permission would be to remove Jira Admin or Project Admin access for users.
