On the page here - https://support.atlassian.com/navigation/docs/what-is-the-new-navigation-in-jira/ there is a section called Manage rollout which provides details on how admins can enable this for users.
Please note this is only possible if the new Navigation has reached your Jira instance and not everyone.
If the new navigation hasn’t reached or has already been turned on for everyone on your Jira site, you won’t be able to follow the steps described on the page shared.
I read the Manage rollout. Only the admin site users can be turned on for themselves, not users. Regular users don't see the Jira Labs feature. I would like regular users to enable the feature. I don't want to turn it on for everyone just yet.

It seems regular / non-admin users will not be able to enable this on their own. As an admin you have the option to enable it for yourself or enable it for All Users. Below is the screenshot from my profile.

That's too bad. Admins are willing to adapt. The users are harder, and it would have been nice for them to try it out before being forced. I can see the complaints coming in now. Maybe next time, Atlassian can build that in. Let the users upgrade. Admins like me don't care and can figure things out. Thanks for your help!
