I found the help page for creating those new hierarchy levels but I don't seem to have Portfolio for JIRA. Was that replaced by Advanced Roadmap and if so, is that a paid plugin?

With Jira Standard and the native Basic Roadmaps you don't have the ability to change or add to the hierarchy for issues. You get only the native hierarchy which is
Epics > general issues (Story, Bug, Task, etc.) > Sub-tasks
With Jira Premium you would get Advanced Roadmaps natively, which does give you the ability to extend the issue hierarchy.
I don't believe you can add the native Advanced Roadmaps as an add-on to Jira Standard. You could go to the Atlassian Marketplace and search for Roadmap apps that can be added to Jira Standard and would give you the ability to extend the hierarchy.
The page you found concerns functionality available for Jira Server/Data Center only, not Jira Cloud.
In Jira Cloud you have the RoadMap feature that gives you some of this visibility of hierarchies. This is a feature available from Jira Standard.
There is Advanced Roadmaps, which is a feature available in Jira Premium.
But I believe you should be able to define your concept of hierarchies using Standard's RoadMap feature.
Make sure that in the board settings the "Roadmap" section is active and that the correct issuetypes of this concept are in your schema in the project.

I've created a new issue type already just need to move it higher-up in the hierarchy above EPIC
