The layout of subtasks went through a large enhancement which added capability to see more than just type, key, summary, assignee and status.
Except you have to update it for every single project and you can't change the standard layout now. Am I missing something?

I don't believe you are missing anything.
I have not found an announcement in the Community, nor an entry in the Blogs, nor can I find the new table view described in the documentation.
Looking at a system where the change has rolled out, I can't find anything in the administration settings that appears to enable a global configuration for that view.
I'm not even sure that when I change the view myself that other users will see the same view in the project (since I am the only person working in my personal Jira environment).
I encourage you to use the Feedback option (under the Help menu in Jira) or open a support case directly with Atlassian to ask what the options are related to sharing a configuration of that table in a project or across projects.
