No Matches when trying to change Project Lead

This is a FAQ, but I am still having this issue.

In a Project's Settings, when I scroll down to the Project Lead and click on it, the User Picker says "No Matches".

I am an administrator, and I have added the Browse Users permission in Global Permissions for "Anyone".

It is happening for multiple projects.

This is Jira Core (Cloud).

I may have answered my own question. I had to start typing the name of the person I wanted to assign it to. That seems awkward. Is there a way to browse all the uses from a list?

No, you have to start typing the name.  :-(
