We are in early discussion to upgrade our Jira environment and had a question about the different license types. We would like to have 3 environments. (development, staging, and production) Our current license contains only one non-production key for development. Could we reuse this development key for a second non-production environment?

As I understand it - You can use the developer license freely on non production instances - such as testing, staging, development.
"If you're running multiple pre-production servers, such as development, testing, and QA servers, you may generate more than one license key."
