I client raised an issue they not receiving email notifications. I came across this page and I was advise to check the below to ensure " Out going mail" is not disabled.
I found settings, then system, but I couldn't find "Out going mails"

Only Jira admins will have access to the Outgoing Mail page. Are you a Jira admin of your instance?
If so, the path you need to follow is, indeed, Jira settings > System > Outgoing Mail.
Then you'll see something like this:
