Not able to add user in my team

I am having 2 users including myself in my project board

When I am trying to add one more users then it is keep saying........how do I fix this ???

They'll be able to start collaborating when your admin approves their access request and adds them to the project.

Welcome to the Atlassian Community!!

You will need to add the users to the Jira project firstly then try to add the user to the board.
