We have a on-premise installation of Jira, where we have several projects. Most of these are for internal use only, but we have some that also our clients are using.
I have been struggling with setting up one of these "external" projects, and the problem that I can't figure out, is to allow all users to assign issues.
Even though the Permission Helper says that a "client" user in Jira has the permission to assign issues, it is still not possible to do so in the view issue screen. If I add the user to the jira-administrator group it works, but this is of course not a good solution.
Does anyone have any knowledge on this problem?

Go to the issue then choose admin -> Permission helper. Then enter the user, who can not assign the issue, and choose the Assign issue permission. You will get info, why this user can not assign the issue.

Are you sure you do not have any javascript or other plugins work on the view screen?
