Not able to connect to external API

I want to make a REST API call to one of my system from JIRA cloud instance. As suggested I have whitelisted the IP given by Atlassian to achieve the same but still I am not able to connect.

Below IP range I added in my Network Security Group but not got the result.

If I give a * in the IP ranges in NSG then it works but we cannot do that as it is a security threat.

Please can someone help in getting the exact IP range or what am I missing
