Not able to see an option "Add-ons to add a new add-in

We are working on adding an application in our Jira tool. We are not able to see an option "Add-ons" or "Upload app" in Manage Apps, to add the plugin.

If you are trying to upload an app as you do in Server/DC deployments, you can't. The way apps work in cloud is different, and so does the app development.
