Not able to see product admin

As the Org Admin in JIRA, I expect that I should be able to create a group and assign Product Admin to this group. The only type of admin that seems to be available to me is the Org Admin. What am I missing?

The instructions to make users as product admins is available in https://support.atlassian.com/user-management/docs/give-users-admin-permissions/ 

Can you check and let us know where you are stuck?
