Hello @Mario Tobar are all other notifications from the tool being sent? How are those users being added? Are they being manually created or pulled automatically via an integration with the account provider like Google as an example?

this issue is not new, we first create their emails account and then they create manually the atlassian account, on the link https://id.atlassian.com and register to create a new account, could be possible they use the google integration

Even if i send the invitation from the admin panel nothing arrives.

If they have the proper settings they could login with Google account once is created. You as admin should be able to see then created in Jira before they even go to the url mentioned.
It could also be the case that you have allowed anyone with that domain to register into your instance, nevertheless at id.atlassian.com they are creating an account in Atlassian, not in your instance. In the end is the same account but if you don't add them to your environment they won't be able to see anything and most likely is what's happening here. Since they aren't added they don't get a notification that they can access your environment.
