(1) How do I configure Jira cloud setting to get email-notification for all watch-list people whenever someone modify/update the task/issue?
(2) 2nd is there any where I can say sent to xyz-group-email-alias@company.com to send notification for any update for given project in Jira?

Welcome to the community.
Are you working with issues in a Company Managed project or a Team Managed project? It will say at the bottom of the navigation pane on the left side of the screen.
1) If you are working with a Company Managed project, the Notification Scheme associated with that project can be modified to send emails to Watchers for a variety of events. Refer to this documentation page for more details:

2) You can update the Notification Scheme to send notifications for events to an email address, but there is a caveat that it will do so only for Public issues. Another option is to set up an Automation rule to send an email to an email address upon any change to an issue in the project. You may want to refine that rule so it would send emails only for certain changes.

I used the automation rule to set up notifications. The rule works for individual email addresses, but not for the alias. Can anyone point me to reasons why that would be?
