When transitioned from Open to Inprogress, Users "should NOT" be able to
1) should NOT edit custom fields
2)should NOT issue links in the screen
3) should NOT edit comment
4) should NOT attachments
You can set the workflow properties on the Inprogress status to block all those actions (except "custom fields" - the edit permission covers all fields, not just custom fields)

I have tried as you have mentioned and got succeeded to restrict editing while the issue is in "In Progress" status.
But i can able to edit the issue link...
How to restrict that too ?
