Hi,

I would like to know who are the "All watchers", is this means that everyone who can see/browse the project can also get notifications from the project ?

It refers to any users listed in the “Watchers” field. You can see who is watching issues by clicking on the eye icon of any issue.

All watchers is used in permissions and notifications to mean "all watchers" - literally, everyone named as a watcher on the issue.

Whether they get notifications on events is determined by the notification scheme.
