Hello, i need to add notifications like 

«in 30 minutes you need to start the task»

It should remind to responsible person that work will start in 30 minutes. Is it real in scrum version or the other one?

It may be helpful for you to try the SLA Time and Report for Jira add-on, which has the functionality of sending notifications (reminders) to a particular user or a group of users to remind them that they need to do something. Here is a screenshot of how it works:

 

Or look at another solution - Boomerang: Reminders for Jira Issues, which helps to remind teams or users about important issues in Jira Cloud.

Are your project a Service Management one? If so, you can setup a specific SLA with a goal of 30m and setup a jira subscription like this one https://confluence.atlassian.com/jirakb/how-to-configure-notifications-for-breached-slas-in-jira-service-management-777027020.html
