Can I set 'Notify users of their own changes' = No in System -> User Default Settings

and then turn it on at the User level?

How do I make the change at the User level?

Hello,

To make this change on a user level, a user must go to the profile and edit the Preferences option.

You as a Jira administrator can not do it for the user. Or you would need a plugin, which would let you login under this user.

You must be a registered user to add a comment. If you've already registered, sign in. Otherwise, register and sign in.
