Okta Provisioning - Can I add users to the jira-users Group from Okta?

From what I am looking at, it seems that Groups need to be created in Okta and then pushed to Atlassian. This is causing some issues as some major functions such as Jira filters default to the jira-users Group which requires an additional provisioning step in the over all process.
