I wonder if it's possible to link two jira cloud instances so that all users from instance one can access all contents of instance two, but not viceversa.

This is actually a common use case for synchronization.
By synchronizing issues over to your destination instance you'll be able to see any issue data between your instances.
Like so:
We are the developers of the Exalate Issue Sync.
With Exalate, the synchronization will happen in real-time. That way, you'll always be in the loop on progress status, comments, attachments and even work-logs or change history (if that's what you want).
You'll be able to easily customize what to share, what not to share or have the sync be uni-directional. Users from instance 2 will not be able to see data from instance one.

besides the answer @Alexey Matveev has given, you can also think about using a marketplace app/add-on to sync your data from one instance to the other one. This gives you more freedom in what you want to show or transfer to the other Jira instance (maybe you don't want to show all of the issue details on the other instance?). I can suggest you do a quick search for "issue sync" in the marketplace and take a look at the available apps.
As a disclaimer: I am part of the team behind one of these apps, called Backbone Issue Sync for JIRA.
Backbone allows you to set up a sync between multiple Jira projects, even across different Jira instances. By doing so, you can collaborate across departmental and B2B borders, but still each party will work in their own Jira instance.
With Backbone, you can sync different fields, comments, attachments and even the issue status between those issues. You can also configure the sync direction for each of those settings.

You can grant necessary permissions for projects. Grant Browse Issues permissions to all projects in the second instance to the users from the first instance and do not give the Browse Issues permissoins to the users from the second Jira instance to the project of the first instance
