Only first test step is coming over when importing test cases

I am trying to import zephyr test cases into qality plus and i have figured out the mapping enough to get the test cases to import. the problem i am having is that only the first step of each test case is coming over. does anyone know when i need to to to the csv file so that every test step is brought over? not sure if i need the key to be the same for every test step in the file or some other piece of data. 

currently the key is only associated with the first test step and not the others.
