I wonder if it's possible to open create screen (with a preselected project) during a workflow transition.
The idea is to create issue in project B during workflow transition in project A

Yeah, the requirement creating an issue in project B during workflow transition in project A is possible using "Create on Transition" app by Bobswift.
Please refer the sample screenshot for the similar requirement mentioned:
In the above screenshot, it will create an issue in the project "RAVYAPROJECT". We can select the target project name where the issue needs to be created.

There are a few different plugins that can be used to create issues on transitions.
"Create on Transition", "Jira Suite Utilities (aka JSU)" are two that come to mind.
Neither will pop up a create screen on its own.
The closest I have been able to come up with using them is to create a trasnition screen with some custom fields on it that are used to temporarily hold the data that will be used to create the new issues. ie, I have 2 custom fields "Linked Issue Summary" and "Linked Issue Description" These are on the transition screen that comes up when the user selects the transition. The user enters the data, which is saved to the current issue, and then the creating post function can use that data to create the new issue (*and optionally clear the fields when it is done)

It's not possible, if you want to create an issue in differrent projet during the workfow transition who will need a plugin
