Option to Change Owner for Jira Dashboard and Filter

Can't JIRA provide an option to change the Owner for

"Filters & Dashboard" by clicking the '...' option available in Filters & Dashboard UI .

As of now JIRA admin has to go to System --> SHARED ITEMS

to change Jira Dashboard and Filter Owners

In Old versions Jira Not provided solution.

after 8.11.0 they introduced this feature.
