First question.
In my screenshot, I have 3 different organizations in my single account, right? Or are they 3 different accounts?

Second question.
Based on the first. Can I, in the free version, create different projects under one account and give access to such projects to my developers/clients?
If not, can I just create several accounts with different projects in them?
And why are organizations here?

Third question. 2 organizations in the screenshot "myorganization" - will they become active ONLY after payment? Or can they be activated on a free plan?

I don't see any screenshot in your question, but apart from that:

Think of your organization as your company. One organization can have 1 or many sites, which have their own url (site1.atlassian.net, site2.atlassian.net and so on).

site can have 1 or more products, like Jira Software, Confluence,  Jira Service Management or Jira Work Management (to name a few).

Each product can run on a free, standard, premium or enterprise plan. That impacts the number of users and some of the features you will be able to use in each product.

All the above information more or less summarises the basics. Starting from there, we can dive into your question about the free plan:

a free plan can have no more then 10 users in it. If you refer to the free plan of Jira Software, you can create as many projects as you like, but they will all be accessible to any of ypur 10 users. And every one of those users will have Project Admin permissions on all of those projects. Not being able to configure permissions is one of the limitations of the free plan.

If you want to grant access to the projects in Jira Software for one of your sites to more than 10 users or want to grant specific permissions, you will need to upgrade your plan to standard (or premium). After a trial period of 30 days, you will need to provide billing details.

Your organisations are active as they are. It doesn't matter what sites are linked to them or what product plans are in your sites. Just think of them as a concept that helps you get an overview of every site your company has with Atlassian.
