Hi, our current Jira version is 8.15.0. Which is the best compatible latest Jira version for smooth migration?

Pls, share some data center set up like how to use the cluster.properties file and how to set up the data center in AWS..... some steps I needed.

Migration to what? 

From the rest of your question, I assume it is a Data Center install, in which case, the best migration version is "the one you are using now" - I would build your DC at 8.15.0, get the data over into it, and then upgrade it to a long-term-support release.  Upgrading before migration won't improve your migration experience at all.

Moving to DC is not a simple tweak of a file.  You can actually make a server system into a DC install by applying DC licences to it, but the installation configuration will not really be suitable to use it as a production system, and the best path to DC is to install your new cluster (see https://confluence.atlassian.com/adminjiraserver/installing-jira-data-center-938846870.html ) and then migrate over to it, not fiddle with a few files on your server.
