You can do this if you set up a new permission scheme for all your projects that controls who can browse projects. This KB gives you a really good overview how permissions work in Jira. In the new permission scheme I would recommend that you use project roles, that way you can control on each project who should be able to access it and do specific tasks in it.

This can be Easily Done - Give Browse Project permission to Public Group
Go to the Project Permission > Edit Browse Project > Group - Select public.

Is the project to which you want to grant access a Team Managed project or a Company Managed project?
Do you have both Team Managed projects and Company Managed projects active in your Jira instance?
What type of access do you want to grant? Read only? Access to create or edit issues?
Is the project a Software project (vs. a Jira Service Management project)?
