Pact - Contract Management shows an active trial however it doesn't show up anywhere else in Jira for me to begin configuring anything. I've checked projects and issues types and nothing.

Can you show us the screen image where you are seeing that you have an active trial?
Can you confirm that you are using a Jira Server or Jira Data Center environment vs. a Jira Cloud environment? If you click on the Help button near your avatar in the menu bar of Jira, what information do you get?
Have you reviewed the documentation for the plugin?

I have reviewed the documentation. It states to go to the Pact - Home Page to begin configuration, however there is no Pact - Home
Below is proof it is enabled and active. This is Jira Data Center.

What version of Jira DC are you using?
When you click on the Configuration button what happens? I tried it on Jira DC 9.4.11. When I clicked on that button it took me to a settings screen for PACT within the Project settings.
