is there anyway we can keep parent link mandatory while creating and editing epics.
and moving while moving issues to epics, we need to make parent link required.
We use Scriptrunner and JMWE plugins, let me know any ideas.

Thank you for your question.
I can confirm that it is not possible to enforce a Parent Link is required when creating and editing epics with ScriptRunner for Jira Cloud as the plugin currently does not provide the Conditions or Validators or Behaviours functions that the server version provides.
The reason we are unable to provide this functionality is due to the restricted functionality and API's which Atlassian provide inside JIRA Cloud, due to the fact that Atlassian only provides a Rest API in Jira Cloud and not the same Java API that the server version contains.

I cannot say if this possible with the JWME plugin as I am not familiar with this plugin but would advise looking at there documentation site located here.

Using JMWE addon we can have a validator on the transition to make parent link required but the only issue here is while moving and editing the issue.

Jira (Server or Cloud) doesn't support validation at all during moving or editing.
