Parent Linkage Issue Between Projects

I am using a csv to link issues in two diff projects, I have named it parent, but I am getting the following error:

2020-06-30 17:25:32,154 ERROR - Unable to link issue from autoid-8627304961143700073 to F29 with link named 'Parent': Cannot find imported issue key for external id 'F29'. Any idea what I am missing?

Here is what the CSV looks like and I am only mapping Issue ID, Summary, and Parent Key:
