The participant not receiving the email notification when the changes done in jira issue.
However other participants receiving notification mails.

Partecipants will be notified, as a customer, when something happens on portal side (public comment added, public comment edited, Request resolved, Request reopened and so on).
Partecipants and Customers are not JIRA user so that they will be not notified when JIRA events happen (issue edited, commented, transitioned and so on).
JIRA Users notification are managed through notification scheme, Customer and partecipants notifications are managed through menu "Customer notification" on project admin side.
